The relationship maintained by the Emperor Napoleon III and the Legion of Honor is a reflection of the sovereign's domestic and foreign policy. While fully preserving the heritage of his uncle Napoleon I, who created the order in 1802, he transformed and modernized it, he opened it up to new social categories and made it an exceptional tool for international influence. Not to mention Empress Eugenie's little-known influence on promotions. Nor certain elements of phaleristics which reserve a few surprises!
